Swimming, sunbathing, snorkeling are ideal at most beaches in Key West. Topless and nude bathing are illegal.

During active turtle nesting season the City limits human activities in the vicinity of active turtle nest establishments. Higgs Beach is just south of Smathers Beach and is another nice Key West Florida Beach. Lifeguards are not present at beaches, so swimming is at your own risk.

I don't think trying to kayak to the reef is a good idea - with or without a guide. Smathers Beach is without doubt the number one free, public beach in Key West. The problem with Bahia Honda is the nicer beach there is often covered with mounds of seagrass. One of the best things to do in Marathon Florida is to take the family to Sombrero Beach as early in the morning as possible before everyone else arrives.
